NPC shops

Server-run shop catalogs are separate from player chest shops. Catalog offers can allow buying, selling, or both, and some have daily limits.

/shop shows your player chest-shop count and limit; it does not open a catalog for players. For now, use player shops to trade.

For trading available through player signs, see Player shops.
